I am directed by Mr. Secretary Chamberlain to
state for the information of Mr. Secretary Bonar Law that
he has recently been in correspondence with the Foreign
Office on the question of Bhagwan Singh, a British Indian
subject of seditious tendencies whose record in British
Columbia is known to your department.

Bhagwan Singh recently arrived in Japan from
Manila, and His Majesty's Ambassador is endeavouring to
arrange that he should be deported on a British or Japanese
ship direct to Hongkong. Mr. Chamberlain will be greatly
obliged if the Governor of Hongkong (who is understood to
be in direct communication with the Government of India)
can be instructed to detain Bhagwan Singh upon his arrival,
